Your Multi-State HR Compliance Toolkit: Resources Available Through TechServe

Hiring across state lines can quickly create a compliance maze. Registration requirements, final-pay rules, paid leave, workers’ compensation, wage and hour laws, required notices and employee handbook policies can all change depending on where an employee works. 

A recent TechServe HR Roundtable, moderated by Dawn Scarfo, focused on how staffing firms are managing that complexity—and highlighted several resources already available to TechServe members that can make the job easier. 

If you’re responsible for HR, compliance, payroll or operations, here are some of the tools worth exploring. 

1. Start With TechServe 360 HR and Mineral

For firms employing people in multiple states, one of the most useful features is the ability to customize the platform based on your company and employee locations. That allows you to receive compliance information relevant to the states where you actually operate.

3. Build and Maintain Your Employee Handbook 

Multi-state employers also face the challenge of keeping policies current as laws change.

One of the strongest lessons from the HR Roundtable was simple: don’t wait until a candidate is ready to start before researching a new state’s requirements. 

States differ in employer registration, workers’ compensation, disability coverage, pay practices, leave requirements and other obligations. Some registrations may need to be completed before employment begins.

5. Don’t Overlook the Termination Tools 

State differences don’t end after onboarding. 

Final-pay timing and required separation documentation can vary considerably, making terminations another area where a standardized process can reduce risk.

The roundtable also highlighted a useful internal practice: create a termination tracker or checklist that HR, payroll and recruiters can quickly reference when an assignment ends. 

When to use it: Before processing an involuntary termination or contract end, check the employee’s work state and applicable final-pay requirements. 

6. Take Advantage of HR Training and Education

These resources can be useful for HR professionals themselves, but they can also help create internal training for managers, recruiters and sales teams. 

The roundtable participants emphasized that frontline teams don’t need to become compliance experts. They do need to recognize when a situation requires additional attention and know when to involve HR. 

7. Use the Templates, Builders and HR Tools 

There are also several practical tools within Mineral that can be easy to overlook. 

Depending on what you’re working on, explore resources such as:

  • Benefit Document Builders 
  • HR guides and templates 
  • Compliance calendars 
  • Employee cost and turnover tools 

These tools can help HR teams move beyond compliance research and support broader workforce planning and decision-making. 

8. Get Help From an HR Expert 

Sometimes a checklist or database isn’t enough.
