- Carriers: You can change a fully insured carrier at any time
- Plan designs: Most carriers will let you increase out-of-pockets mid year
- Payroll deductions: You can increase employee deductions at any time (with 30 days notice)
- Class structure: You can change the class structure at any time (with 30 days notice)
- MEC Plan: You can add a minimum essential coverage plan at any time
- Funding: You can move to a level funded health plan at any time

- You can add or change HRA or HSA amounts at any time (with 30 days notice)
- You can implement an Individual Coverage HRA (IC-HRA) at any time
- If you offer a level funded or self-funded health plan, these are annual contracts.

Is there a minimum number of employees required to participate in the TechServe Alliance Health & Benefits Program?
No, TechServe Alliance does not require a minimum number of employees to participate. However, insurance carriers typically require at least two full-time, non-spouse employees to be considered a group for underwriting purposes. While only one employee may choose to enrol, at least two must be eligible to form a group.
Does my company need to be in IT staffing or engineering staffing to participate?
While TechServe Alliance primarily serves IT and engineering staffing firms, we also work with staffing and solutions companies in other verticals. We evaluate prospective participants on a case-by-case basis.
Can a company change its broker or insurance provider at any time?
- Fully insured plans: You can switch carriers at any time but typically only change plans within the same carrier during open enrollment.
- Self-funded or level-funded plans: These are typically annual contracts, so changes usually happen at renewal time.
How does a low participation rate impact my ability to get coverage?
Low participation can create challenges in securing competitive insurance options. Some carriers require a minimum participation rate and plans with low enrolment may experience adverse selection, where primarily high-need employees enrol — leading to higher costs.

What are the best plan options for a small IT staffing firm with low participation?
The best plan depends on your company’s size, structure, and goals. Options include:
- Fully insured plans (good for small groups, but may have participation requirements)
- Level-funded plans (offer cost predictability but depend on participation levels and claims experience)
